Every 10 minutes, wifi drops and PC hangs; laptop + other devices are fine

Hello friends,I just moved into a new apartment, and I’m sharing wifi with the downstairs tenant (the router is in her apartment). I’m having an extremely weird issue with my desktop PC; it’s related to the computer’s connection to the router downstairs.I noticed that, every ten minutes, like clockwork, my PC would completely hang for about a minute -- the mouse cursor wouldn’t move, etc. After some digging through the Windows Event Viewer, I was able to determine that these hangs coincided with a series of events performed by the WLAN-AutoConfig service. Namely, each hang corresponded with three events: First, "wireless security stopped;" then, "wireless security started;" and finally, "wireless security succeeded." (The Event IDs are 11004, 11010, and 11005, respectively.) The PC doesn’t hang when the wifi adapter is disabled; this, combined with the presence of those three events every ten minutes exactly when the computer hangs, makes me very confident that some aspect of my internet connection is at fault.Even stranger is that these events don’t occur when my PC is connected to a different AP, namely my phone configured to be a mobile hotspot. I experience no hangs at all, and the event viewer displays no new messages (certainly not those three every ten minutes, as before) when I’m connected to my phone. Perhaps the difference is that the connection to the phone is much stronger than the one to the router downstairs (with several walls/floors between it and the PC). In spite of this, I’m still fairly confident that the wifi card in my PC is dying -- for example, the LEDs on the back of the card don’t behave properly (e.g. the orange light doesn’t blink when data is being transmitted). But before I go out and buy a new card, I wanted to ask if anyone here has ever experienced something similar. Is it possible that the router is configured to do something every ten minutes, which affects only my PC and none of my other devices (including another Windows machine)? I appreciate any thoughts anyone might have!
